Mechanism of packet distribution

One of the clients here in Thailand had asked me regarding the mechanism of packet distribution among the available mobile operators. They wanted to know about the algorithm that governs the packet distribution process. Are signal level and extent of bandwidth availability some of the factors affecting the mechanism? Some feedback would certainly help. Thanks!

My understanding is that the system is "smart enough" to determine which connections have the greatest strength / best bandwidth for transmission and prioritizes these. In this manner, it minimizes packet loss.
